For a bill to become law it requires the President's signature or a veto override. Congressional overrides are rare. So your statement that law is entirely up to Congress is fundamentally flawed.

As to your assertion that the Executive has no authority over foreign aid, well, it's flawed as well. As I've linked recently on this subject the construct of the foreign military appropriation bills grants wide leeway to the Executive on the how, when and if aid is delivered. The appropriation Bill approves the aid it doesn't compel the aid. The Executive, DoD and State, must approve the expenditure.

The DOD and DOS work together to approve or disapprove, which they had already done in this case. Show me the clause or rule proving that the president does so, other than via veto of the congressional bill.
