It is up to the states to decide how they want to elect the president. If some of the states want to give all their votes to the winner of the NPV, they can.

Yep. And if some of the states decide to give all their EC votes to the winner of the NPV - that is up to those states. If the citizens of those states don’t like it they can elect state legislators who can change the law on the allocation of EC votes. Democracy is great, ain’t it?

France does. Most countries that elect presidents require the president to get a majority of votes, either through a runoff election or through an instant runoff with second and third choice votes counted. USA is the only country in the world in which someone can become president without getting the most votes from the voters.
You said that we have to let the states decide. We cant do that with Gerrymandering. States use the same premise as the EC to cast their “delegates”.
Most do elect their head of state by the winner of the parliament (house of reps in america) electing the PM. Also France does. Edit most western countries have a different head of government and head of state because the head of government is meant to be above politic's and the adult in the room with powers to check the government preventing corruption and tyranny.
In order for the FedGov to do something it has to be specifically authorized to do so in the Constitution. Read the 10th amendment. They put the 10th amendment in just to make sure there was no confusion. Of course that doesn't stop the left though, does it??
For those who forgot, the 10th amendment makes clear that ONLY those powers expressly given to the federal government in the constitution are federal powers and only those expressly denied to the states are not powers of the states.
In most western democracies, the head of government comes from the legislature. In some, the head of states appoints the head of government, and the legislature confirms. And so... in most western democracies, -no one- elects the head of government.
Um.... no. The actual delegates are selected by the parties; if a party wins the election, those delegates are sent to the EC. When you vote for President, you vote for his party's slate of delegates.
Right, to require states to proportionally allocate their own electors would definitely require action from the legislative branch.
