    Congress can prohibit court review of certain laws if it has the guts to say so. That is why almost all bills have the provision for court review included in the verbiage. They can also specify court procedures.

    Abysmally WRONG! States can use taxpayer funding for abortions, and many do. Hyde Amendment only restricts taxpayer funding abortions federally.
