The NSC's pandemic playbook was completed in 2016, all under the Obama administration.

The Bush administration document was about flu epidemics specifically, and was created in 2005. I doubt that the Trump administration even knew about that one, much less used it. And on your link, if ypu click on the full PDF, all you get is an error, which indicates that the Bush document is no longer valid and/or has been replaced.
