All the agencies involved are under the Executive branch. And apparently we now know they were warned in early a November and did noting to get ready till mid March.

No his failure was not taking it seriously and starting to prepare the country till mid March. Latest says there were warnings in early November.

And I know of no evidence the Democrats did not cooperate in dealing with the virus unless of course you mean their efforts to help individual Americans and small business instead of just big companies.
