So a guy walks into a store to buy something, but I think he stole a candy bar 2 weeks ago so I pull a gun on him and make him wait until the police arrive? I own the store or am I just someone who also walked in the store and I think I saw him steal a candy bar? The store owner might be able to if he feels threatened as it is his store. A citizen walking into a store with a weapon may or may not be against the law. Drawing that weapon on someone who is just standing there would most likely be illegal.
