If you want to see a really horrifying story of torture, rape, and murder read the story of a young girl named Corinna Mullen who was murdered in 1987 by the Central City, Muhlenberg County, Kentucky Police Department Lieutenant Billy Fields. The story is so horrible that any single news report cannot cover all the sick details.

.Corinna Mullen was a 20-year-old girl who worked part time in the Central City Police Department.

·Corinna Mullen reported to a police officer in the department’s work area that a well known criminal, Jeffery Boyd, approached her in a bar offering to sell her drugs.

·Lieutenant Billy Fields overheard this conversation while in the police office area.

·Jeffery Boyd’s drug supplier was Lieutenant Billy Fields.

As the leader, Lt. Billy Fields, along with Jeffery Boyd, and Jimmie Cramer kidnapped Mullen then took her to her own room. While Mullen’s roommate, Angela Smith, was in the next room, Field beat Mullen with a metal pipe; all three raped her; slashed her breast with a knife, stabbed her repeatedly, then impaled her on her bed with a pipe. Fields forced the other to rape Mullen to keep them from talking. Police often commit crimes in groups to keep secrecy and make responsibility difficult to determine.

· Billy Fields kidnapped yet another girl, sixteen-year-old Samanth Robinson, to confuse any DNA evidence and used her to drive Mullen’s body to a parking lot, but then she escaped on foot. Lt. Fields let her go believing she would be too afraid to report to…well, Lt. Fields.

·Lieutenant Billy Fields conducted the personally conducted the murder investigation, interviewed witnesses, and collected evidence: witnesses were intimidated to recant any eye witness reports including Mullen’s roommate who was in the next room during the torture and murder. Mysteriously all collected evidence went missing from the police evidence room. This allowed small time criminal Jimmie Roy Springer who was falsely accused of the murder by Fields to be acquitted one year later.

· What was really sickening is Corrina’s father, Claude Mullen, spend a decade (trying the find his daughter’s murderer and was even escorted around the city in a patrol car searching for leads driven by….the murderer, Lieutenant Billy Fields. Eventually, after 10 years of searching with Lt. Fields always present, the father gave up and soon after died from grief.

· The case remained unsolved for 20 years. Field retired from the police department after serving 20 plus years in the Central City, Kentucky Police Department as a high official.

· In 2006 the young woman, Samantha Robinson, who was forced to drive Mullen’s body to a parking lot by Lt. Field finally came forward and the case reopened.

· Interestingly, another police Detective found that Lt. Fields was the last person to check out collected evidence of the Mullen murder and suspected Lt. Fields destroyed all the DNA evidence. The Detective was wise enough to have his minister to hold all his case research before he died of cancer. Now after the girls testimony that evidence came to light.

· In 2009--22 years after the murder--Billy F. Fields was found guilty of murder, rape, kidnapping, sodomy, and tampering with physical. Jeffrey L. Boyd was found guilty of murder, kidnapping and rape. Jimmie Dale Cramer was found guilty of manslaughter, rape and kidnapping.

Bullshit pure bullshit. I have many friends right here in the city of Minneapolis that have lost their business no insurance will completely cover this. One is a newly retired black firefighter that was attempting to open his business next week. He is not covered and his life savings is now gone. Stop making claims about topics you obviously know nothing about.
As for increased rates, you are again wrong. First rule, insurance companies never lose money.

 

If you have a business that is not insured you have no business being in business. How do you run it? How do you get bank credit? Or even the loans you need day-to-day for operating capital?

Insurance companies indeed never lose money, but they don't eliminate risk either, they spread it. If riots in an area are widespread and continual then insurance cos still won't raise rates, they will just stop writing insurance in that area. That hardly ever happens though unless the government is simply non-existent.

I think that Denver has a law like that. In order to work for the city of Denver, one has to live in Denver. There are exceptions, but that is the general rule.

I really don’t see the correlation but if you want to compare one very horrible 33 year old solved cold case to tens of thousands of rioters causing tens of millions in damage then I guess you have that right.

 

I’ve been in the insurance industry for 17 years and everything you just stated is wrong. Rates are raised annually based on claims paid vs premiums collected for a given territory. Areas hit by natural disasters or severe weather ALWAYS have rate increases as the losses are widespread and weren’t projected for. Every one of these cities that are having tens of millions of dollars worth of property damage is going to have their rates raised by at least 10% as a result of these riots.

 

Violent riots are being encouraged by DP city and state governments around the country.
