You will notice that riots occur exclusively in Democrat strongholds. If protests occur in Republican strongholds, they are WITHOUT EXCEPTION peaceful. The fact that Democrats have failed their constituency horribly is not lost on anybody. It is also not lost on anybody that Democrat leadership seems incapable of distinguishing between "riot" and "peaceful protest". This is not a case of idiocy, it is a case of blatant mendacity meant to mislead the gullible and uninformed.

Those temporary fences are on Park Service maintained property. The SS may have asked for them,. I don't know. But they themselves did not cart them in and put them up. You are correct about use of military. The exceptions are specific in standing law (Posse Comitatus Act as amended twice). Trump has that authority.
