It wasn't brought up because it has never been confirmed. And much of the intelligence community thinks the report dubious at best. By the way you'd think if the Russians were bribing the Taliban to kill Americans that the death toll this year would be a bit higher than 2. One further note on this malarkey, bribing the Taliban to kill Americans is the moral equivalent of bribing three year olds to eat candy.

Why do you insist on the term "rumors?" It doesn't bolster your (unsourced) argument. It weakens it. Intelligence includes verified and unverified information. If all information were verified before being presented to the POTUS, it would cease to be intelligence and would become factual. The PDB includes intelligence reports, which are the responsibility of the POTUS.
