Clearly this is harassment and therefore is a crime. But it's weird the perpetrators all have Russian or Ukrainian surnames. I would think they would know what the Nazis had done in their homelands:

Seven Persons Arrested During July 4 Disturbance On Beach (Photo) Lincoln City Police - 07/05/20 2:51 AM On Saturday, July 4th, 2020 at about 9:33 PM, Lincoln City Police were dispatched to the ocean beach area in front of the Inn at Spanish Head on a report of group of people shooting off illegal fireworks and causing a disturbance with other citizens on the beach. The initial officers arriving on scene in one of the Lincoln City Police Department’s beach ATV’s were immediately surrounded by this group of about 10 people who began taunting and challenging the officers for seizing illegal fireworks. Several other officers arrived on scene and learned that this same group of white people had been taunting and challenging a family of black persons by yelling racial slurs at them, insulting them and using Nazi salutes towards them. The black family advised they felt intimidated by the actions this group had displayed towards them. The on scene officers formed a line between the group of white persons and the black family, allowing the black family to safely leave the beach and return to their room. During this time, several in the group of white persons continued to taunt the officers, trying to challenge them to fight. Other members from the group of white persons then began shooting off multiple large illegal aerial fireworks in front of the officers. After several more officers arrived on scene, they moved in on the confrontational and highly intoxicated group and began placing them under arrest for a variety of criminal charges. Gennadiy Kachankov (30), Antoliy Kachankov (2, Andrey Zaytsev (2, Oleg Saranchuk (45), Ruslan Tkachenko (22), all of Clark County Washington were charged with the following crimes, Riot, Interfering with Police, Disorderly Conduct II, Harassment, Possession of Illegal Fireworks, and Offensive Littering. They were cited and later released. An additional male, who refused to identify himself and who had no ID on his person, was transported to the Lincoln County Jail for fingerprint identification and charged with the above listed crimes. In addition Yuriy Kachankov (30) of Clark County Washington was also charged the above listed charges along with Resisting arrest. He was also cited and later released. It's a common belief if not common knowledge that drunkenness produces a reduction of inhibitions. I kinda doubt they were saying kind things while giving the Nazi salute. And reports are that they were speaking English.

In Vermont, not much it's a catch and release state, but even here credible threats would at minimum see detention till morning when they blew 0.0. More likely the AG would pot it to arraignment in the AM. In Florida, they'd see a judge before bail. Western law? It think the citation to appear and release on their own recognizance suggests no more than drunken schannanigans (sp?). Thoughts?
I agree. Stupid drunk and loud. Inappropriate, abrasive etc etc. I'm not condoning the folly but the foreign cultural alcoholic exchange program gets such a bad rap . English, sure but with that grouping of GPSable last names I'd imagine it would be heavily accented.
There's a thread in the Opinon section about BLM going into a church and harassing the people in it. It this is a crime, then so was that.
The only overt racism I've ever actually witnessed was by Ukranians foreign exchange student workers. When I worked lodging security for a concessionaire at a major national park that supplimented their seasonal summer staff with international business students, one year we had students from Ukraine and Jamaica. One night we got a report of an altercation outside an employee dorm. A handful of the Ukrainians had met the Jamaicans on the way back from the bar and did exactly what is described in OP- heil-Hitler salutes and racial slurs. It had turned into a shoving match by the time we showed up, at which point the Ukrainians took off into the woods. But it was pitch dark out, they were all wearing flipflops, they didn't have flashlights and we did, so we caught them quickly. The Jamaicans stayed right where we found them, eager to fill out statements when the rangers eventually showed up. To be fair, most of the Ukrainians did not cause problems. It was just a few particularly nasty and beligerant males that seemed to enjoy any opportunity to cause chaos.

Every time a Black person is insulted the MSM feels it is worthy of national news. It doesn’t matter that nobody got hurt or arrested, the MSM still reports on it. Hundreds if not thousands of parents are asked to leave the field every year. There is an underculture in Eastern Europe that is not fond of people of other than the White race. People need to understand that going back to Soviet days there were were many non Slavic ethnic groups who were considered " nashi temniy" - or or our darkies. What they were referring to was as "dark ones" as those people from The Stans who are Asiatic, Tatar , Turkic. or to people's of Siberia such as the Buryats. Racism in the USSR was like a birthright. I have been in contact with immigrant groups from Ukraine and I had contact with Ukrainians who were agitating to break up the Soviet Union or to get Ukraine out before the collapse. After independence we had Ukrainians coming here to learn about how to run a business. Most of them told us that it will take a least a generation to kill off the Soviet out of the population. Racjsm is one form of being "Soviet".

It's no coincidence that the drunks harrassed a black family. They are obviously blatant racists, since they used racial slurs and did the Nazi salute. There's no reasonable way to deny it was the major component of the verbal abuse and the correct lead.
