The FBI will release what it feels it can release when it feels it can do so, in light of certainty of facts, threats to ongoing investigations, etc. It's certainly not going to release anything of a flimsy unsubstantiated and purely speculative nature.

 

They probably want to wait until after the admin switch, so that they can't be accused of influencing the election against Trump, and so Trump can't pre-emptively pardon the perps.
