Who said anything about unlawful? If a victim is shot with a .38 and there are 5 registered .38 owners within a mile, a judge would have no problem issuing a search warrant, if only to exclude suspects.

The law itself had no demonstrable effect on the crimes it was supposed to affect, for two reasons:
1: It did nothing to reduce the number of existing firearms and magazines, and therefore had no effect on their availability
2: It did nothing to limit people from obtaining functionally identical firearms, and therefore had no effect on their availability
