No it's not REALLY 'going after' them in the traditional regulatory sense, because in the case of Section 230, it is REMOVING protections, as opposed to APPLYING new regulations.

My guess is that Biden wants to counter extremist groups at both ends of the political spectrum.

 

Elizabeth Warren may or may not want to "break up big tech," but what she wants, good or bad, is largely irrelevant.
