Part of the plan will be that only those illegals who have been here a certain amount of time will be eligible to apply for green cards. Expect lots of fraud to show that recent arrival have been here for years, plus expect a surge of people illegally crossing the border to jump on the bandwagon. Then look at what will happen if the idea makes it's way into becoming law. Employers of the now former illegals will then have to pay full Federal and State mandated wages and all the associated fees for employing anyone. This will take away the incentive for employers to hire and keep the former illegals. Let's be honest they were never given the jobs out of the goodness of the employers hearts, it was because they worked cheap and would put up with poor working conditions. And finally, why would the former illegals work at all?. After all they will be eligible to join the many millions already getting welfare from the long suffering and few remaining taxpayers. Does it do any good to pretend they don't exist? Is what it is. They are here and tracking them all down and removing them would cost millions as well. I don't think there is a perfect answer here. The last President wasn't able to deport them all. Didn't even make a dent. The best answer would be to put the effort into making the countries they originally came from more desirable to stay in, or return to. We spent literaly trillions of dollars in the Middle East over the last two decades trying to stabilize that crap hole - when we should have been concentrating more on our Central American policy. The last administration completely abandoned any sort of cohesive Central American policy and the one before wasn't much better. Biden is going to have to address that if we are going to get a handle on the immigration problem. We'll see if he does. As for those already here? Either we find a way for them to work and pay taxes, or we spend our time and money trying to round them up - and we pay more for food production. It's going to cost us either way.
No, the best answer would be to dramatically beef up - and then enforce - penalties for those here who offer jobs to illegal aliens, all the way to the top of the organization. Once CEOs and business owners start going to prison with mandatory minimum sentences and no parole, it will only take a few examples and the hiring of illegal aliens will come to screeching halt. THAT's what will make them go back to their countries of origin, and will make the United States unattractive to further illegal immigration. I'd do away with jus solis too, in favor of jus sanguinis like virtually all other developed nations on Earth, to curb the phenomena of anchor babies and obstetric tourism. I believe that Biden's immigration plan is terrible. Every time we get to some sort of amnesty - which this is, no doubt - we only encourage more people to come here illegally. I did vote for Biden and I did know that he would screw up on this... but I had other priorities so I took the risk, in the hope that this simply won't pass Congress. I hope that Joe Manchin is against this, as he is the last protector of conservative views in case the Dems do away with the filibuster.

I'll take a large up front cost as opposed to an even larger on-going and ever increasing cost. And Pres Trump's efforts to remove illegals were met at every turn with baseless challenges carried via injunction by activist judges that had no conception of Constitutionality - they just didn't want to see blue votes being walked back across the border.
