Well nobody would be told "you don't get a certificate/license." People would have the option to just fulfill the legal requirement and select the sex which they most recently identified with, or if there is the option to leave it blank then they can do that.

English should introduce a third neutral gender, like German ... in German you've got "es" which is neutral.
A young girl in German is nor female neither male ... IT's neutral: "das Mädchen", but also a young woman is neutral ... "Das Fräulein".

So, if in English countries you want for real to become gender neutral ... you have to introduce a neutral gender in your language. You have to become more German.
