Rochester police release video of officers pepper-spraying 9-year-old

    Are you really saying that of the available options, pepper spraying a handcuffed 9 year old was the best option?

    I'm saying that 'handling' a female child is fraught with difficulty. Officers are taught to go 'hands off' as much as is possible, just as emergency services personnel, school teachers, and child care workers are. It makes for protracted and clumsy management of situations which would have been dealt with quickly and easily 30 years ago.

    Here's what I suspect is at play- either theres a higher chance of doing litigatable damage to a child by restraining them by other means than it is to restrain them with pepperspray, or it was determined that the likely payout, should litigation succeed in either scenario would result in a lower payout for damages from pepperspray than damages from other means of restraint.

    These sorts of things always seem to come down to procedures enacted by lawyers trying to mitigate litigation rather than actually promoting sensible law enforcement.

    And what would you tell her parents and the media when she wiggled just right so that you bashed her head in while you were literally just pushing her into the seat? Do you think that she was in the middle of a nice tea party and just needed a polite "please"? You have clearly not dealt with a 9 year old that is going bat-s*** crazy.

    And so a sharing of police funding to involve trained professionals to deal with some situations like this would be a good idea.

    They have the right to use reasonable force to secure the arrest. With a 9 year old I'd have thought that's mean lifting her feet into the car against her will.

    The disadvantage here is of course obvious, if the head of law enforcement is chosen via election, they are NOT accountable to the mayor who sets policy for law enforcement and they can't be fired for incompetence. You are waiting for two years or four years to get rid of the guy. When the mayor's office and the municipal law enforcement agency are engaging in political battles for supremacy and power, you are in for real trouble. That gets real ugly as they look for ammunition and weaponry and it stays real ugly.

    Rochester has crisis in response teams who are supposed to handle situations like this after the death of Daniel Prude last year. Weirdly enough they weren’t called to handle a situation perfectly made for them.

    Why didn't they just contact her dad. This is police brutality and yet is defended by some on this thread

    The line had already been crossed when hey handcuffed a 9yo. How do you think the parents will deal with a 9YO being pepper sprayed WHILE HANDCUFFED.

    they could have easily handcuffed her, the mace was not needed, but I guess at least they did not shoot her

    obviously this is a tough job for the police, but I doubt they would ever mace their own children in a situation like this

    I would like to hear the cops say why they felt macing was the only option or the best option

    that said, the cops legally were in the right, just morally I think they could have handled it differently

    oh, she was already handcuffed, then I change my opinion, the cops were 100% in the wrong then if that is true

    handcuffing her was the correct solution - macing after handcuffing there is no excuse for

    She was HATEABLE....and Yes, she was being satan. But pushing her feet into the car, while she was handcuffed was no bridge further than pepper spray while she was handcuffed ;)

    And handcuffed with her hands behind her back while they were forcing her into the car before spraying her twice with pepper spray. The second officer even called out to her so that she would turn to face him before he sprayed straight at her face from two to three feet away. And he's proud when he says "I got her, I got her! So she could not even wipe the spray away

    yeah, that is so wrong, obviously this cop should never have been a cop and never should be again

    personally I think it should be assault on a child, but we all know that never happens to cops

    the other cops should have protected the child from this bad cop
