Report the owner to the correct authorities. In the UK that would be the RSPCA.

Curtains are very expensive to have made up but that sounds excessive. I'd try to find some second hand or do what I did on my motorhome and make wooden shutters instead.

I have had a keen interest in Little Princess ever since she was
picked up at an animal shelter for one of my Belligerent neighbors
kids.I have watched her and even looked after her during summers when this
Bad neighbor took the family camping.Usually for a week.
One summer this bad neighbor had a little outdoor cage built
which was like something you would see used for large animals at a zoo.
He kept Princess in that cage and even used a padlock to make sure no
one would unlock it and let her out. This one summer when he went off camping
with his family Little Princess was pregnant. And about to expect. He just put a lot
of food in a dirty steel dish and a McDonalds pickle bucket topped off with water.
Luckily the Good neighbor next door had a daughter who kept vigil on
Princess and helped her with the delievery.I also made sure the
water bucket was free of little bugs and the food tray was clean. The master lock
    was not on the latch.
Little Princess would wait most mornings for two German ladies who
took a walk at the same time each day and gave her scraps from some bag
they carried. That was when the Cage door was not closed. The Two german
ladies have not been seen in years. She was on an electric collar for a few
years so she could have full access to most the yard. Before that this Bad
neighbor { Too much a cheapskate to just have a yard fence put up } thunk -up
this idea to use a cloth line which was attached to a runner on the ground in a
    shallow pit.That was when he built a dog house { not a bad dog house }
in the back of his yard and Princess stayed there. That dog house is in the
exact same spot { Not being used } for around 12 years.I sometimes wondered
if Princess ever wondered in there.Won't need to wonder any more.
I decided I am going to use this Film Developer Art Gallery to blow up and
dress up one of my smallish Polaroid Photos of Princess.I located 3 photos.
I used this Art Gallery in the Big city around 5 years ago to blow up our
Family portrait which over the years had gotten yellowed and faded.

I contacted about 5 years ago a lawyer about this Bad neighbors new
dog. It's a very large American bull dog.Huge head and neck.I remember when
the dog first arrived it was extremely stoic.Just sat in the grass motionless.
Like something was wrong.Maybe it was tired. The dog could be approached
and seemed like a really good pet, even though it acted tired all the time.
It took about 9 months for that dog to change. And change for the worse.
I could toss it nice doggie biscuits but it began a habit of charging full
speed anyone who came close. Then the owner used an electric collar so
the dog had a boundry. But it always kept-up the habit of charging anyone who
came too close.I got nipped a few times a couple years ago when I got too close
when tossin' the dog a biscuit.Plus one year I backed up real quick and
caught my heel on the side of the concrete driveway where there was a
small pothole and fell right on my backside.I thought I musta hurt meself.
But I dint. That dog has been reported to the authorities many times I assume.
It's been in the house the last year. With dog signs on the vacated cars
the bad neighbor has let sit idle for years.BEWARE OF DOG.
That American Bulldog's name is ... PSYCHE.Ironically a neighbor down
the street has a dog from the same litter as Psyche. It's also large. But different
colors. It's a huge gentle and friendly dog.The woman who owns it has another
dog and knows how to socialize her pets. She lives alone. She knows my Bad Neighbor
but over the years no longer goes over there.

Like I wrote.I was getting nowhere a few years ago with the Bulldog
who was Princess's new buddy. That was the only good part.Princess finally had
a companion. For years she was all by herself in the yard.Whether on a stinger
near her Dog House or in the large chain link Cage in the corner of the house
    where I couldn't see her.{ Where she had puppies,many summers ago }.
The Lawyer I talked to said there isn't much one could do about reporting an
abusive Dog owner. There has to be proof of actual abuse.Like Beating a dog.
Or making sure the dog isn't fed or given water.Allowed to be malnourished.
Princess was never beaten or anything close.Just Ignored.Treated as if
so what ... there's a dog over there.I'm too busy to even pet it.
    That's my Beef.

If I thought he was neglecting his dog I would and if that didn't work I'd notify the authorities.
Either that or I'd just take the dog off him and either look after her myself or find a loving home for her.
A friend of mine did that when his neighbour left his dog chained up in the yard and went away for the weekend. After a whole series of such incidents.
She's now much happier and part of a loving family.

Unless you have unusually sized windows that actually require professional fitting and construction, I would say that's a wee bit high.

Take your measurements, and go to your local WalMart, Target, and or Bed Bath & Beyond. If nobody carries something to your liking, there is always online shopping.

For hardware and curtains, figure in the ball park of $150 per window, and that's for good quality.

Road noise can get annoying on long drives. Some say noise deadening car mats are the easiest.

Not many trees out in the desert at large but when you do see some, you can count on their being a bit of a water source. You know all the old westerns landscapes? that's where I live. Mexican banditos, Apache and comanche, Buffulo Soldiers, Pancho Villa, Mexican Revolutionaries, and wild west characters have all sauntered thru here, I'm selling a piece of property up river where BlackJack Pershing and Lt Patton sleep.

She looks like a stray that showed up at our door. She was just a puppy we took her in, had her spayed. That is her picture I posted yesterday. I have never unserstood how someone could abandon puppies or for that matter grown dogs. People that do that have no heart just like the animal abusers.

Mine is fairly quiet for a small car. Toyota makes a nice little car, small but nice.

    I greatly appreciate those kind of Saving Sprite { Mark Levin Book }
    tales.Or accounts.But like with Levin's book - Rescuing Sprite - { 2007 }
I *could not read past the point where Sprite was past the point of no return
and doomed to pass { die }.Most Dog and cat lovers know this point and
also dread it.I need to read how Doris Day { My Hero } handled that problem.
    I think I know basically how.With a combination of grief,finding relief in
like-minded friends and also Humor as a needed distraction.
A healthy Dog or Cat lover is of little use if they cannot deal with
Grief and Sorrow past a given point.Grief and Sorrow are Human
reactions to God's gift { Our Pets }.But it's very important to continue on
with strength and fortitude to make sure that we as Humans { also God's
Gift to Humanity } carry a torch to make sure that we don't lose confidence
in a better tomorrow for Other pets.I believe that surely was the mindset of
Doris Day.My Hero in later life. She lived a long and fruitful life after
deciding to vacate the Silver screen. That was not by accident.
    It was a sign.

    * in this I am a weakling.
