Ukraine: Ukrainian fighting tactics endanger civilians

Ukrainian forces have put civilians in harm’s way by establishing bases and operating weapons systems in populated residential areas, including in schools and hospitals, as they repelled the Russian invasion that began in February, Amnesty International said today.

Such tactics violate international humanitarian law and endanger civilians, as they turn civilian objects into military targets. The ensuing Russian strikes in populated areas have killed civilians and destroyed civilian infrastructure.

“We have documented a pattern of Ukrainian forces putting civilians at risk and violating the laws of war when they operate in populated areas,” said Agnès Callamard, Amnesty International’s Secretary General.

“Being in a defensive position does not exempt the Ukrainian military from respecting international humanitarian law.”

INTERFAX.RU - On Friday, the Armed Forces of Ukraine launched an artillery strike on the territory of the Zaporozhye nuclear power plant, a fire started, the press service of the provisional administration of Energodar, which is located in the Russian-controlled part of the region, reported.

"Two power lines were cut off, supplying electricity to an open switchgear with a capacity of 750 kW, which is necessary to provide energy and safe operation of the power units of the Zaporozhye NPP," the report says.

Employees of the fire department arrived at the scene, but they cannot start localization: broken lines are under voltage and there is a high probability of precipitation.

"The leadership of the CAA of the city of Energodar and the Zaporozhye region are taking all possible measures to normalize the work of the Zaporozhye nuclear power plant as soon as possible," the press service said. The shelling occurred during a shift change of workers, the administration added.

The authorities of Energodar have repeatedly stated that the nuclear power plant and the infrastructure used by the workers were shelled, mainly with the use of drones.
