You're not getting what I'm saying: The DPA allows the feds to throw money at a problem of strategic level interest, particularly during open hostilities which is what would happen if the russians attacked that cable.
They can simply have starlink produce far more satellites, and even use other companies to get that done. They can, likewise, use other couriers to get those objects up and running.
