    Referendums would also be allowed to put laws into place or repeal laws on the local level. The constitution of municipalities could be changed by 2/3 vote of the legislature and 50% approval via the people, or by 2/3 vote of the people and 10% of the voting population signing a petition to get it on the ballot.

    Changing the National constitution would require 2/3 of both houses and a passing a referendum by 1/2 in 3/4 of all states.

    People don't care because our system makes progress almost impossible, in Europe way more people vote because voting is proportional and the people are taught civics.
    Proportional representation. Federations fail because they are top down entities, when they should be bottom up. The most important government in peoples lives should be the lowest level and the least important government should be the top level.

    Taking ideology out of it, lets say you were to turn an unstable region of the world into a stable democracy the best way would be to have a 4 layered federal government that is bottom up. Lets say it consists of 500 municipalities.

    Municipalities- They are independent and sovereign with their own constitutions, proportionally elected governments and have full legislative authority both criminal and civil along with their own citizenships.

    Regions- Consisting of 20 municipalities they administer and legislate on everything that happens between 2 or more municipalities and their criminal and civil laws are only in affect when a person commits a crime across multiple municipalities. The government is made up of a legislative body consisting of 1 delegate appointed by each of the municipal legislatures which elects a premiere for the region.

    Provinces- Consisting of 5 regions they administer and legislate on everything that happens between 2 or more regions and their criminal and civil laws only apply to crimes committed across multiple regions. The government consists of an equal number of delegates appointed by the regional legislature.

    Federal- Consisting of the 5 provinces they control, mail service, and the national currency. They administer and legislate on everything that happens between two or more provinces and only apply to crimes committed in multiple provinces.

    Each level of government has their own law enforcement agency and militia.

    So basically what's preventing tyranny at all levels? Local the people through proportional elections, Regions the municipalities reluctance to give up power, the Provinces, the regional governments reluctance to give up power, and the Federal government, the Provincial governments reluctance to give up power.
    The articles failed because the "revolution" wasn't ever really intending to make us one nation it was a local revolt for power.
