Trump has promised an orderly transition, thus ending any theories about his continued administration. But he has not conceded. Concession is a legally precise term that in the context of the office of POTUS grants legitimacy to the next administration. They must 25thA Trump so they can get Pence to legally concede, or the Biden admin will not be legally legitimate. TBC, I'm not saying that without concession Biden cannot be President. I'm saying this system made by lawyers for lawyers needs all its 'i's dotted and 't's crossed or chaos ensues. 25thA is not about the 'storm', its about concession.
