A little help in reading the law

    Given this passage from US Code, Title 8 (ALIENS AND NATIONALITY) Chapter 12 (IMMIGRATION AND NATIONALITY), Subchapter II (IMMIGRATION), Part II (Admission Qualifications for Aliens; Travel Control of Citizens and Aliens) ยง 1182 (Inadmissible aliens)

    Can someone please point out to me in that section where is says the President can't ban aliens coming from the countries that congress has deemed a security threat. Also can you point to where it says that every other President can impose a travel ban, except Donald Trump? It seems that the 9th Circuit Court of Appeals have ruled this way, so I am wondering am I missing something?

    I am guessing that the 9th Circuit Court has ruled based on political reasons rather than based on Law, but I would like to confirm if I am correct.
