Actually, it most certainly is, or at least it was for most of human history and should have remained so. Up until the 20th century, most nations could hardly afford to warehouse incorrigible criminals for the rest of their natural lives. If a person committed a crime so terrible that they could never be returned to society, they were summarily executed. Capital punishment was indeed a social engineering tool employed, not so much for abstract metaphysical reasons as retribution or deterrence, but for a very practical social necessity, namely, to get rid of a S.O.B. once and for all.
