The university has "taken immediate action" to investigate the incident that occurred Thursday as an act of discrimination and criminal ethnic intimidation, said Dr. Marschall S. Runge, the dean of the University of Michigan Medical School. "This act of hate violates all of the values that we hold dear and will not be tolerated," Runge said in a statement, calling the noose a "symbol of hate and discrimination." ...Video surveillance recordings may be helpful in the investigation. "We have thousands of cameras all over the University of Michigan, and we are looking at all sources of information," Young said. The FBI's is aware of the incident, said Timothy R. Slater, the special agent in charge of the bureau's Detroit office. My axiom on these sort of things is that if there is a noose involved, it's a hoax, but it could be a real racist act.
notice how these 'things' ramp up just before elections/confirmations... there's a reason for that and it's not based on any truths nor realities
The vast majority of these have been hoaxes for the last 2 years so I wont be the least bit surprised if it is. First things first though. Was the "victim" in employment or academic trouble? If the answer to that is yes, I will lean heavily towards hoax.

Police investigate after noose found at University of Michigan hospital Ann Arbor – Police at the University of Michigan are investigating after a noose was found at University Hospital in Ann Arbor. Officials say two employees found the noose Thursday morning in their work area. University public safety spokeswoman Heather Young says officers have some leads in the investigation. No further details were released. Leads huh? Well I can't wait until these racist Klansmen are caught!

Fake noose from CNN. Interestingly, I actually thought that one was for real, since there aren't many reasons for a noose to be on a desk. Of course I forgot that a lot of these people are just making it up.
As a fisherman, the uni knot is one of my favorites. I can easily see how it could be misconstrued as a noose (which is a different knot, that I learned to tie as a boy scout (it's almost identical to a commonly used whipping knot, used to keep rope from unravelling)). Look at step 4.

A number of incidents have been recorded in which Blacks deliberately fake these "noose"-type situations, along with other racially-provocative events just to stir up trouble, and then they're too stupid to be able to cover it up effectively. You need look no further back than the events surrounding the despicable little race-baiting creep, Jussie Smollett....

Hmmm...I'm leaning towards hoax, simply because it was at the Department of Education, but I can't say for sure because there isn't a noose. Hoaxers love nooses.
