An economic boycott is not a declaration of war, the economic boycott was a perfectly moral non-violent means by which to protest the horrendous treatment inflicted upon German Jews at the hands of the Nazi's both before and after they achieved state power, but even still many Jews (especially German Jews) did not support the boycott they supported the transfer agreement so that Jews could get out from under the Jack Boots of the Nazi's by obtaining the $1,000 in capital necessary to be allowed into Palestine after the Nazi's had seized all Jewish assets in Germany.
