The House Can Impeach the President for ANY reason (even the color of his tie) if a Simple Majority of Members vote Yes on an Article.

Whether or not it is worth impeaching the POTUS, with Zero Chance of Senate Conviction (like the House GOP did to Bill Clinton) is strictly a political decision. Based on whether such a futile exercise would help or hurt the Party prospects.

 

I agree that it might hurt the party's prospects. Something that is not an important consideration given the devastating consequences of the Tweeter-in-Chief being in the WH until 2024. But if impeachment proceedings are the only or best way to inform the public about what happened the Dem's should put the country first.
