Biden is the remote-controlled President. But who's got the remote?

Before Trump, it was common knowledge that the vast majority of what POTUSes said and did in public was scripted by PR professionals. Biden takes it to a whole new level. Most recently, Biden was seen/heard passing some Marines while saying 'Salute the marines.' Clearly he was repeating his own instructions instead of following them. This in-and-of itself isn't a big deal. We all know he's old and slowing of wit, as age is known to do. But taken with the slurry of similar recent examples where Biden is clearly just 'following the bouncing ball', be it via earpeace or teleprompter or both, it begs the question- how much is he actually doing on his own, and how much is he just being told to do by his minders? If his earpiece told him to sign an EO or veto a bill, would he do it? Who is on the other side of the earpiece, and who are they loyal to?
