1. Clinton has agreed with North Korea the end of the nuclear program under certain conditions.

2. North Korea has adhered to the agreement. The nuclear program was stopped. All parties have confirmed this.

3. The US has broken the treaty at every point. North Korea was NOT removed from the terrorist list. North Korea was NOT supplied with nuclear fuel for the nuclear reactors. The light water reactors were NOT built by the USA. Relations were NOT normalized and sanctions were NOT lifted. All this, however, was promised by the United States to happen.

4. North Korea needs these reactors to produce and supply electricity to the population.

5. North Korea waited patiently, but after more than 10 years he has restarted his nuclear program because Washington did not deliver what was promised in 1994 ..

6. The US intensified the sanctions against North Korea and reintroduced the leadership as "the evil" par excellence.

7. The relations between the two countries were then ended again completely in 2002 ... and when did not just the development of nuclear weapons, but also of the missiles once again? 2004!

Clinton’s deal was called the Agreed Framework. In contrast to the detailed and lengthy agreement negotiated in 2015 under President Barack Obama intended to restrain Iran’s nuclear ambitions, the Agreed Framework, struck in 1994, was only a few pages long.

Then intelligence agencies determined that North Korea was cheating on the agreement by trying to develop nuclear material through another method — highly enriched uranium. The Bush administration sent an envoy who confronted North Korea — and the regime was said to have belligerently confirmed it in 2002, just as the Bush administration was mostly focused on the pending invasion of Iraq.

In response, the Bush administration terminated the supply of fuel oil that was essential to the agreement — and then North Korea quickly kicked out the U.N. inspectors, restarted the nuclear plant and began developing its nuclear weapons, using the material in radioactive fuel rods that previously had been under the close watch of the IAEA. Japan and South Korea, the key partners in the accord, were not happy with the decision to terminate the Agreed Framework, but there was little they could do about it.

(Toward the end of the negotiations, the Bush administration learned that North Korea had helped Syria build a nuclear facility, which was destroyed by Israeli warplanes. Bush kept negotiating, even though North Korea in theory had crossed a “red line” set by Bush in 2003 that it could not transfer nuclear technology to other parties.)

Interestingly, former Clinton administration officials have said they knew North Korea was cheating on the uranium enrichment front dating back to 1998 and planned to use that intelligence as leverage to keep the Agreed Framework in place and the plutonium under lock and key. Other Clinton administration officials will also concede that they never thought they would have to build the light-water reactors because they assumed, wrongly, that the regime would collapse before the reactors would be built.....snip~

The Agreement entitled "The Agreed Framework" clearly demonstrates the weakness of the contract. Under Article IV, it was promised to assist North Korea with its nuclear energy program, when it undertook, in return, to cease the nuclear weapons program and to remain a member of the nuclear arms treaty. The United States should supply light water reactors for this. It was only after this project had been completed that North Korea should allow all IAEA inspections.

And had this project being completed? No! So what evil did Kim again not to allow IAEA inspections = not fulfilling agreement as the following Bush administration told?

Instead of the US, South Korea was to maintain supplies until 2003 and pay the lion's share, although North Korea did not want it at the beginning. The US simply wanted to pay a minimal portion of the costs and supply North Korea with oil. But then the US did not want to pay its contribution to the construction costs any more. The construction was delayed and the need for inspections urged. However, the date provided for in the agreement had not yet been reached.
