    They used to be affiliates, but today the two are in fact at war with one another. To answer your question, yes ISIS and Al-Qaeda in Iraq are the same terrorist organization, they began referring to themselves as a state when they captured territories in Iraq and Syria.

    Yes but ISIS has not been going by the name Al-Qaeda in Iraq for years. There was a pretty serious breach between ISIS and Al-Qaeda, so, as is often the case, I'm not sure what point you are trying to make. If you are trying to say that the organization is still referred to in any meaningful way as Al-Qaeda in Iraq, that's false. The State Department lists the organization as "Islamic State of Iraq and the Levant (formerly al-Qa’ida in Iraq)"

    Yes, and you will notice in the link you yourself provided, the year the federal government designated them a terrorist organization was 2004. As I already stated, they never made a second designation, because they are the same terrorist organization. They started referring to themselves as a state when they captured territory in Iraq and Syria. I'm not trying to say they still go by the name Al-Qaeda in Iraq, I am saying they are the same terrorist organization, but under a new name.

    Let me put it to you this way, it's the same way the Tampa Bay Devil Rays, and the Tampa Bay Rays are the same baseball organization. They've given themselves a new name, but they are the same organization.
