How bright is too bright? Is it routine for the average driver to drive at night? I no longer drive at night because my eyes can't take the irritation. Should fines be imposed for causing another driver to be impaired?

If headlights at normal brightness are too bright for you, then YOU don't need to be driving at night...

Headlights of normal brightness bothers me not. But headlights so bright they can see in the future do.

I assuming you mean the lights from oncoming traffic to the left of you (in the US. I think it's the other way around in the UK).

Can you walk me through how one would be able to determine which driver(s) are responsible for causing our eyes irritation?

I'm in IL and it is illegal to drive with bright lights on where there are street lights and highway lights. It is also illegal to drive with bright lights on in rain and snow.

What more would you like to see happen on this point?

There are some newer vehicles with HID lighting that are pretty bright, I'll give you that. There's nothing that can be done about that. There are, however, some a-holes that purposely install stupidly super-bright headlights or bright-light people on purpose...

I think the OP may have given us a clue that he no longer drives at night. I'm not a detective, but I picked that up from this sentence...

"I no longer drive at night because my eyes can't take the irritation."

It also depends on the height of the oncoming vehicle. If the oncoming vehicle is a pickup or a truck, and you are in a car, odds are their headlights are right at eye level to you and thus seem brighter. Again, nothing that can be done about that either...

I get headlights flashed at me all the time when I'm driving my truck at night because cars think that I have my bright lights on when I don't...

I will stand by that. I live in rural Alabama and bright lights are very common. I can drive st night but it is an unpleasant experience.

After my unplanned 2y practice retirement I’ve been commuting a decent drive to and from work for the first time in my life. The new headlights that some idiots have are indeed ridiculous. There’s one guy that shows up from time to time during my 05:00 drive that has added what I assume he thinks are a sweet set of blue primaries and yellow secondaries. I can only guess that if he has any juice left to power high beams then they are blood red or perhaps Rigel White. It’s a bit annoying.

On a related note I highly recommend Vision Clarity eyedrops. They’re pretty pricey, but I think they’re worth it.

LED lights use little power. I have some citronella plants under them. I am curious to see if I can grow vegetables under them.

I did grow a purple pepper under lights with no sun but the results were less than amazing and a disappointment. But I did get seeds.

Absolutely. Oncoming headlights can be annoying. I no longer drive (car fire a couple years back) but I don't miss it. I also have trouble with animated stuff (ie. advertisements on the computer or phone). I have trouble with video games with a ton of flashing lights. I keep the brightness on both my computers and laptop at 55%. I almost never turn on overhead lights at home. I have 60w bulbs in lamps attached to outlets controlled by the switch.

P.S. My birth family is crazy (like worse than the "normal" dysfunction). My psycho mother would wake me up in the middle of the night hitting me and dragging me to the hospital for a drug tests. It didn't matter how many times it came back "negative". She must have done that at least 40-50 times (no joke). I later learned that she and my father thought that because my eyes were always red (from playing video games). I have an idea, how about just ask me? LOL
