I think bullying is a form of mental disease that can be cured, but not without the correct assistance from a mental health professional, good news is presidents are given "insurance" far better than what they mandate for us, otherwise this might not qualify for his 3 mental health visits a year under his mandated insurance which most people can't afford to consume, but I guess thats a tangent we could discuss in another thread... bullying has very strong impacts and I think its time we address this mental health issue and ensure that bullies are sent to mental health professionals, we should in the mean time, put them on a do-not-fly list so they are unable to purchase guns, because clearly they struggle with significant issues that we don't want to spill out in the real world in the form of violence acts... blah blah blah mock mock mock...

Please be so kind as to show where in the constitution it states what you claim. In point of fact it is a states right to provide for education, not the federal governments position. By taking away the rights of the states and threatening to punish the states is actually going against the constitution. Federal declarations do not count as any laws have to go through congress, which they have not.
