They fish out the bodies, then charge the grieving relatives if they want the bodies of their loved ones back. Much of China isn't exactly a first world country, and this was traditionally the type of thing the government did not have the money to take care of. (Although that's likely to change because China has a lot more money than it used to) It's interesting to read about these things going on in China as the country is rapidly transitioning into a more developed and wealthier economy. China has a lot more money now, but attitudes about how government services provide things have a lot of catching up to do. That could be another discussion in itself.
