Well they are going to be able to build on results from the previous US and Soviet missions. Thats why I think they are so keen to dig and use ground penetrating radar

I believe we should advance miniturization and rail gun technologies to better survey our solar system, through probes, for that purpose.
No I think it was simply time. The previous missions had absolute shopping lists of experiments to conduct. NASA just went for the low hanging fruit then let the science decide where to go next. Thats why the mission profile of Apollo 17 was so different. It was the first, and sadly last mission that was designed around the findings of the earlier flights
