I very much doubt US infantrymen will invade. More likely US advisers will train, supply, and direct a paramilitary force using Venezuelan defectors. This may take years to organize an army large enough to force Maduro out. Colombia will be used as a base like Honduras was in the 1980s. All this depends on if the Venezuelan military stays loyal to Maduro or not. He will be ousted. One way or the other. Maybe the results of a WPA as opposed to a Declaration of War are the same, but the words, "Declaration of War" is what the Constitution says and hopefully give the approving Congress more to think about before they spill American blood so cheaply. WPA - - so wus compared to "Declaration of War". Why not call it a "Peace Enhancement Act" and feel less guilty about voting for it.
I wonder if you are somehow confusing WPA with AUMF? WPA is from the 70's and Vietnam, requiring POTUS to essentially keep Congress in the loop when he is acting under Article II and invading and committing military aggression against other nations. AUMF is the heart of the perpetual GWOT, and nothing but pure sophistry meant to be consumed by the gullible amongst us.
