There are 'soft targets' everywhere. According to the pro-gun lobby he could have done the exact same here without the disruption of changing nations. So why move to New Zealand?

Here is a suggestion - he couldn't have purchased those weapons legally in Australia. He might have been able to buy them illegally, but that comes with serious risks, especially the risk of being noticed by police or security services. So instead he moves to a country where you don't even need to be a citizen to get access to a semi auto with a high capacity magazine and alters it in the privacy of his own home.

Oh, and his home made bombs didn't go off. So much for 'substitution'.
