It's in a stable lower orbit now, sort of weaving around the earth. They need to put it in a geosynchronous orbit at very a specific spot. They could boost it at almost any time and get it into a geosynchronous orbit, but it would end up "fixed" at the wrong spot. So, they wait until everything lines up right. NASA searched for it after it initially quit, then gave up listening for it after a few months of silence. The guy who found it was looking for a spy satellite, but found the mystery signal instead. And now NASA is trying to dig up the old manuals for that satellite.
Yes, I got that. I just didn't realize the planned point of doing the boost and positioning was at an altitude where it was already in a functional orbit. In the other case, good on the guy who figured out what he/she was hearing.
