    The city of Albuquerque (in New Mexico) is divided in opinion about how to deal with its homeless problems. The same issues and debates rage on in many other cities across the country.

    A city counsel member who initially sponsored legislation to create designated homeless camp areas now opposes the law. She had assumed the policy would allow other laws applying to the homeless to be enforced more stringently, since another option would exist and the homeless could be moved to those areas, but she now realizes the mayor's administration is unwilling to stringently enforce those laws, so the reason why she sponsored this legislation is moot.
