    A judge and or a jury. Kind of like all murder charges.

    There has to BE a murder before a judge or jury are involved..

    Before or after?

    See that is the problem

    One of the cases here that caused an uproar was when a 12 year old was raped got pregnant and had to go before the Supreme Court to get permission for an abortion

    And if you think pregnancy is risk free for 12 year olds then I have some very troubling news for you

    Oh for.......

    It does not happen that women go through 8 months of pregnancy to suddenly decide to kill the foetus

    There is a very small percentage of late terminations that MIGHT fit that category IF you include the terrified teen who births the baby then dumps it
