Do Illegals and Refugees Actually Fall Under Article 3?

I think the subject of illegal aliens and refugees is falling under Article 3 of the Constitution.

Forcing society as a whole to accept illegal aliens and refugees is the same logic on a macro scale and forcing households to store soldiers on a micro scale. It is forcing private citizens to bare the weight of federal ventures.

I haven't seen this brought up anywhere, but I'm curious to see the legal arguments against the rationale.
