That strategy works when a high majority of the population agrees on who the bad guys are. It worked in Cuba because enough people understood what was happening. A lot of the Cuban army defected to the revolutionary side during the war as they could see clearly who the bad guys were.

They've got a lot of people brainwashed including the police and soldiers. Your scenario will probably start to happen when enough people have died to make things obvious to the brainwashed.

It is going to take an ARMY of people to arrest the criminals, it will never be as simple as a group of everyday locals who have never attempted anything remotely as difficult a task as that assembling and saying Ok, let's go do this. Not to say that what you're saying is wrong. It IS as simple as arresting them and it is NOT as simple as arresting them simply because everyday people have no clue as to how EFFECTIVELY pull it off. These people have armies of police & knuckleheads protecting them. Do you really think it would be that easy? You're a realist as well as a very wise man. We need tactical people doing this, not simple locals.

Once the anti-vaxxers are in the majority, they can have their own society separate from the government. I think the population of the US and Canada will be about half of what it is now when things become like that. A violent revolution won't be necessary.
