For one using a title like 'Election Security' does not necessarily reflect what is in the bill. Like the 'Affordable Car Act' was hardly affordable and raised prices dramatically. The democrats partisan bill was for show and for the useful idiots to claim the same as you do.

It's not they duty of the federal government to dictate to states how they should run their elections.
Possibly more than just federal elections. The Guarantee Clause (Article 4 Section 4) which says in part The United States shall guarantee to every State in this Union a Republican Form of Government..... would indicate that the federal government could dictate what constitutes a free and fair election in order to guarantee a "Republican Form of Government". If a paper ballot is viewed as less corruptable than voting machines or necessary as backup verification for instance, then it would, IMO, be in its purview to order it.

It seems there are many issues to be addressed and investigated, which is what this all was meant to do. We cannot fix a problem until we know what it is.
I think I would have to read the entire bill to know if it makes sense or not. Paper ballots only would suit me fine, but I bet there are lots of folks of both persuasions that would have a problem with that. Why not simply voter ID?
Even then. Each state and each county chooses what the ballot will look like, how the vote will be cast, machine, punch card, fill in the box etc. eligibility and so forth. There isn't a federal ballot.
Only 5 states as of 2018 did not have a paper trail and I bet some of those are off the list now. Mitch McConnell doesn't represent the people of KY, or the people of the U.S. McConnell represents the NRA & the extremist right corporate lobbyists. McConnell is the epitome of the corrupt politician. I only hope the voters of KY will wake up to reality, & see that McConnell is NOT working for their best interest, or that of the nation, & retire him from public office.
