He could end the war on drugs. But that would be the non-totalitarian solution, and who wants that when mass murder is just as good a solution? After that, they can kill off the seniors, since those people are a drain in the pension system. And crippled children. Non-working adults. And all those other undesirables that become apparent once the drug users are gone.
