This sure seems to indicate that legislation......
in the hands of bureaucrats and politicians.......
and lawyers with a background in the environmental sciences.....

might not be the most trustable group of people to
give more legislation and tax money to if we want to
    help the environment.

That is actually kind of amazing!

One nation on earth has experienced COOLING in their climate since 1950.

That nation is Israel. On a per capita basis they led the world in a combination of
planting trees and in large scale desalination of ocean water for agriculture, reforestation
projects as well as for towns experiencing drought.

A carbon tax or cap and trade system might well take over a century to lower temperatures but
we know that the method that Israel has used will work within a decade.

China planted a sheer number of trees even greater than Israel did but
they did not back this program up with large scale desalination of sea water.

Just 100 firms account for 71% of global emissions...

Just 100 firms attributable for 71% of global emissions, report says
Monday, 10 Jul 2017 | The Carbon Majors Report, published in collaboration with the Climate Accountability Institute, found that the scale of historical emissions was large enough to have contributed significantly to climate change since 1988. "If the trend in fossil fuel extraction continues over the next 28 years as it has over the previous 28, then global average temperatures would be on course to rise around 4 degrees Celsius above preindustrial levels by the end of the century," the report said.

Normally the year 1990 is the reference year for CO2 emissions, the year of the Kyoto Protocol. Since 1990 Germany reduced its CO2 emmissions over 27%, in 2016 there has been a very low increase.

Data for all EU countries 1990 to 2014:
