One nation on earth has experienced COOLING in their climate since 1950. That nation is Israel. On a per capita basis they led the world in a combination of planting trees and in large scale desalination of ocean water for agriculture, reforestation projects as well as for towns experiencing drought. A carbon tax or cap and trade system might well take over a century to lower temperatures but we know that the method that Israel has used will work within a decade. China planted a sheer number of trees even greater than Israel did but they did not back this program up with large scale desalination of sea water.
