The world itself is quite evil.
And yet they managed to make the decision to end their own existence, and did in fact carry it out.
If these individuals are truly incapable of making their own decisions, why are they not under constant supervision by someone who can make their decisions for them? How many have died because they cannot even decide whether to eat or not?
Sadly they are not Monotheist, thus they do not see it as a sin.
According to Rambam, the World contains Evil. The World is mostly good. We see Evil much more. Normal life is not a part of News.
Many people do require state care. Sadly, American Taxpayers begrudge people in need.
Such does not even begin to answer the question that was presented. Why should the nation of Japan care. Not why do they not care, but why should they care? Why should any government of any nation actually care whether or not their citizens are ending their own existence, and why should they bother with trying to prevent such?
Jews, Christians, and Muslims understand that all Humans have paramount innate value. It seems to be obvious.
And yet this supposed "paramount innate value" that is being referred to on the part of yourself, apparently applies only in isolated cases of individuals who wish to end their own existence, while seemingly not extending to everyone else in society that does not play host to similar thoughts and/or desires. Thus holding that only certain individuals have anything relating to value, while others simply do not have any value.
Everyone has innate value. But no one, especially not millionaires can be free from taxes.

And how much do you pay in tax's verses services that are provided for you at no charge?
How many people do you employ?
What contributions do you provide for society?
In modern society, not everyone must contribute. Given the level of technology, the Society can sustain all people who can not contribute.
Then ultimately what is the motivation for anyone to do anything that would count as productivity? What is the purpose of seeking employment if it is unnecessary? Why does the entire population of the united states simply become unemployed if society can take care of them without issue?
Bullcrap, one either contributes or is a leech on society.
What are you, a leech or a contributor?
Keep in mind if you are a a leech of society, you are a thief stealing from your neighbors and friends who contribute to the society, is that something to be proud of.
I don't think so.
Anyone who does that is a loser and needs to be tossed to the curb.
In Canada and Scandinavia, people who work have more money then those who do not. But people who can not or would not work still get basic minimum -- food, shelter, medical care.

Why should those who refuse to work be provided with anything at all?
Why should those who work be forced to support the ones who don't?
Artificially supporting the slow, weak, sick, and stupid places an unnecessary strain on limited resources and weakens the species.
This is an affront to nature.
Because 90% of those who seem to refuse to work in reality can not work, or can not find/hold a job.
This is one of the reasons I find Atheistic and Darwinist ideology really horrible.
All taxpayers should support people with less ability then them.
Why is such ultimately the fault of anyone other than the individual? Moreover, why should society be required to support said individual?
People who are disabled should be supported. Judaism, Christianity, and Islam mandate charity. Sadly too many Atheists do not see paramount value in Humans.
Some people blame Islam. I am Jewish -- I oppose both Antisemitism and Islamophobia.
Atheism seems much more dangerous as it promotes Social Darwinism.
