All countries giving foreign aid do that. The goal is to have mutual benefit from it. When US agrees to help foreign nations, the rcepients typically agree to buy US products (usually military gear).

Exactly where did I say 'foreign aid is pointless', either read and comprehend what I actually post, or don't bother responding. Citizens should come first, I don't know why you have a problem with that. Do you dismiss people in need closer to home? You keep bringing up Republicans... why? Considering what the Democrats have pushed through when the have the majority, one would think that caring about people would be a priority. The Republicans can whine and stomp their feet, it doesn't stop people from actually doing something that benefits the citizens. The continual 'but the Repulicans' is nothing but a dodge. Think about why they block some of the extreme attempts. More is gained by simple, efficient corrections and expansions, then going for special group catering.
If we give them military aid, we buy weapons from US companies and give to them. If we give them humanitarian aid, it goes to US drug companies, rice growers, etc. and give them the products. We don't give them piles of cash to shop from the lowest Chinese bidder. Less than 5% of our foreign aid goes out in the form of cash from Uncle Sam to the recipient government.
