I don't know what would work in USA, but the arrest of terrorist was enabled because they were gathering explosives and guns, which means that gun controle work in that part of the world. By the way, each country is unique and it doesn't mean it would work in USA.
Don't be fooled, it's pretty easy to get a gun in Europe in the black market. Explosives are a different story. The easiest way is to steal a truck and run a bunch of infidels over.
Yes, but at the opposite of USA, owning a gun illegaly is a viable motive to arrest someone, especially when the intelligence service noticed they got radicalized. You can get an AK-47 for 500 euros, but you need connection to the black market and drug dealers. Furthermore, some drug dealers don't like terrorist because they cause some trouble for the business. The owning of a truck is strictly watched. More and more public places are fitted to prevent that kind of accident to happen again. What happened in Nice was the result of a lot of mistakes because trucks should have been forbidden on that place.

Funny isn't it - We can bomb people from 100's of miles away using state of the art weaponry and yet we still sh!t ourselves when a they drive a car or truck at us. I remember the days when we used to get nail bombs in cars - Trying running away from one of those bad boys!
