    I keep harping about the Poverty Threshold, and for a reason. Though about 14% of the population are below that Threshold, not that many actually leave it. And yet, there is a way.

    The best way is to not fall below the threshold, meaning to earn a decent salary - which means further to have the talents/skills necessary to demand a higher-paying job. That comes easiest with a post-secondary degree (vocational, 2- or 4-year).

    In France, and most of Europe, students pay an annual tuition of between 900 and 1200€ - and that's all, besides room-'n-board. There is no resemblance to the US where the average student graduates with a $35K debt to repay.

    Hillary - taking a leaf out of Bernie's primary book - is promising that no American from a household earning less than $125K will need to pay any tuition fees at all to instate public universities.

    That's the way to go ...

    Finding a rationale for tuition fees is difficult, given education is a merit good. Education should be free, with generous subsidies for the poor. Given education still generates significant rates of return, the payback can be purely through progressive tax.
