    You are referring to specifically microeconomics when the issue is political-economic in nature. Why do you believe a public sector cannot establish a de facto minimum wage through unemployment compensation for persons who are unemployed?

    Again you talk utter nonsense. Consider, for example, efficiency wage analysis. The important aspect is the 'external wage', typically provided by unemployment benefit. Increase benefit, increase the efficiency wage and increase unemployment. Where's your NRU gone all of a sudden?
