It's not impossible. A criminal may be willing to reveal who he bought the weapon from in exchange for a shorter sentence. You're still taking a risk by filing away the serial number.
But they can claim ignorance. If background checks were universal then it would be easier to prosecute and convict these people. They would be guilty for simply transferring a firearm to a felon (whether they knew about the felon's background or not). It would be their responsibility to find out before completing the sale.
The risks posed by motor vehicles are more tolerable since they serve a useful purpose in modern day society.
