    How about if we make gun ownership dependent upon both gun safety training AND marksmanship?

    If someone breaks into your house or otherwise threatens your family then you can shoot them but only if you know how to shoot where it will truly eliminate the threat.

    Is this reasonable or not?

    Would we also make voting dependent upon passing a test on civics and economics be reasonable?

    The constitution says "no", just as it would for similar requirements laid upon the exercise of any other enumerated right.

    Background:
    In this CPLR Article 78 special proceeding, petitioner, Daily News, L.P.,seeks, essentially, pursuant to N.Y. Public Officers Law §§ 84et seq.(“POL”),popularly known as the Freedom of Information Law (“FOIL”), to compel respondent,New York City Police Department, to disclose, over objection, the names and zip codes of all individuals to whom respondent issued a new or renewed firearm license during Calendar Year 2018.

    Conclusion:
    Thus, for the reasons stated herein, the petition is hereby granted to the extent of ordering respondent to turn over the name, zip code and license category of all persons to whom respondent granted a firearm license during Calendar Year 2018, and the Clerk is hereby directed to enter judgement accordingly. The petition is hereby denied to the extent that it requests respondent to disclose the names of retired “Members of Service.” Petitioner’s request for attorney’s fees is hereby severed, and petitioner may obtain an inquest into said fees by presenting the Clerk with a Note of Issue with Notice of Inquest, a copy of this Decision and Order, and payment of any necessary fees.

    It's not.

    Being a marksman on a gun range is the only applicable to the gun range.

    The safety training is absolutely simple.

    Follow the three rules.

    1) always point the gun in a safe direction.
    2) keep your finger off the trigger until you're ready to shoot.
    3) keep the gun unloaded until you're ready to use it.

    You have received safety training all the safety training you need for a firearm. You follow those three rules nobody ever gets shot accidentally.

    Yes I think it's unreasonable and pointless other than just putting a hoop in front of you to jump through to exercise your rights.

    The untrained female with a gun is still better off against the 200 lb rapist/murderer. Thats why there is more ammo in the magazine! BTW, even highly trained law enforcement officers miss.

    #3? What good is an unloaded gun?

    Because you can put the ammo in them when you're ready to use them.

    What good is displaying or storing a firearm with bullets in it you know that could mess up your gun right? not to mention someone could pick it up not knowing anything about guns and fire it.

    So I should politely ask the intruder to hold while I load my gun and chamber a round? Sounds like bad home defense advice to me.

    I read the question to mean an unloaded gun would be useless if you are, say, awakened in the middle of the night by an intruder or in another situation that may require immediate access to a loaded weapon. I know a criminal law attorney that carries and he NEVER leaves his weapon unloaded.

    Outside those events, it makes sense to store it unloaded.

    Rule number three is not keep your gun unloaded until you're ready to shoot.

    If you're using it for home defense then it would be loaded because you're using it.

    When I carry a firearm it's loaded because I'm using it. There are more ways to use a firearm than just shooting people.

    I would consider a carrying or keeping it handy in case of break-ins using it. It doesn't have to be fired constantly for it to be used.

    You may use it everyday and never fire it.
    That's why I specifically used the phrase until you're ready to use it not until you're ready to fire. Rule number two is until you're ready to fire.
    if you store your firearms you're not using it you're not carrying it it's not on your nightstand ready to deal with anything that could happen. It's in a safe or cabinet hopefully behind lock and key.

    People don't try to kill you by RSVP.

    Also storing a firearm loaded isn't going to mess it up, that's an old wives tale.

    I've had AR mags loaded for 5 years. Springs are still as good as the day I bought them.

    You should definitely keep a firearm out of the hands of young children, but you should also train them in how to be safe with them as soon as they're mature enough.

    I was using a gun at 8. Responsibly.

    I absolutely agree with you. I know five people that committed suicide because they got their hands on a loaded weapon. I know one teenager who was killed when her father was cleaning his gun. Gun safety and proper storage are key.

    If you are using your gun for defense meaning having it on your person or within arm's reach should you need to fire it. That's using.

    Rule number three does not say keep your gun unloaded until you're ready to fire it. It is until you're ready to use it.

    If you weren't using it you're cleaning it or you're storing it or you're displaying it. Those three situations would be a bad situation have it loaded.

    Most accidental shootings occur when you're cleaning your gun so you should unload it then. Because you're not using it. Most people who shot holes in the roof of their house or safe/cabinet did so because they store their gun loaded.

    They committed suicide because they were suicidal.

    That's why the countries with the highest suicide rates use rope because they don't have access to guns.

    I've never understood how people can have a negligent discharge cleaning your firearm.

    You pick up firearm, you drop the mag, you lock the slide back.

    Then you take the gun apart and clean it.

    It's not rocket science.

    I understand the confusion. I don't mind clearing it up.

    Don't store your guns loaded not just because it's unsafe but because it can damage the gun. Ammo is corrosive. Don't display your guns loaded because of the same reason. And don't clean your guns loaded. If you're not doing any of those three things with your guns you're probably using them.

    Ammo isn't corrosive.

    Well, SOME ammo is corrosive, but not modern ammo.

    If it's in such a corrosive environment that the ammo is corroding, so will the gun.

    not following rule number three.

    the way I make sure I never break rule number 3, is when I'm taking my guns to the range or the field the ammo goes in a box of its own and the guns go in a case. Mo never goes into a gun case or a gun safe.
    Write all you need is discipline complacency kills.

    The environment I live in is corrosive I can't change that unless I move and I don't have the money for that right now. Even if I haven't use the gun in a year I clean them every 6 months. If you lived in a humid environment like I do between brass and steel you can create a galvanic cell.

    The only way you don't have to galvanic cell is it one of the metals is a noble metal. you can buy cartridges like that and I have some for my concealed carry firearm but they are expensive. And you can't always get them in every caliber

    I never said otherwise. In one case, the person would have used a different method. In the other four, the gun was just convenient when the person "lost it". None of the latter had any history of mental illness, suicidal ideation or suicide attempts. Very tragic for all involved.
